"COVID-19 NEWS: Masking enforcement should be considered for Jefferson County, Dr. Locke says; Face shields are not an alternativeThe arrival of two vaccines in Jefferson County marks the beginning of the end of the coronavirus pandemic, but that end remains months and months away. Until then, Jefferson County Public Health Officer Dr. Tom Locke repeats the precautions recommended by federal and state public health officials regarding masking, physical distancing and hand hygiene.
Is important to “maintain all of these things we’re doing” with masking, distancing and hand hygiene, “at least for the next six months and may be the bulk of 2021 before we really get the percentage of Americans up to 60-70 %,” Locke said, to control outbreaks and so positive cases “start to become rare.”
Convincing up to 70% of the American population to be vaccinated is no easy feat considering the politicization of mask-wearing, in particular. There are many people, including those in Port Townsend and Jefferson County, who do not believe the masking is effective and do not believe that more than 300,000 Americans have died from COVID-19.
MASKING ENFORCEMENT
Asked about local enforcement regarding public health orders on masking and store capacity, for example, under the governor’s public health orders, Locke said changes are under consideration.
“We are relooking at this enforcement issue,” Locke said during his report at the Dec. 21 Board of County Commissioners meeting.
“The time has long passed where people who just refuse to mask are allowed in public spaces,” Locke said. “We really have not been aggressive at enforcement.”
Jefferson County Public Health has direct authority over businesses with food-handling licenses, but Locke has noted that no COVID-19 outbreaks have been sparked here from restaurants.
Jefferson County Sheriff Joe Nole has previously said that his deputies would not be enforcing masking mandates; he has encouraged people to comply with the public health orders.
Dr. Locke noted that Jefferson County has a new Compliance Code that represents an enforcement tool. He did not elaborate on what type of making enforcement he thinks is feasible.
In regards to people who claim a medical exemption from wearing a mask, “We think this issue of medical exemption is really being abused,” Locke said. “True medical exemptions are extraordinarily rare.”
Locke was also questioned about enforcement of Gov. Jay Inslee’s restrictions on store capacity being limited to 25%. While it’s fairly easy for a small retail shop to comply, it is more complicated for groceries and larger retail stores with multiple entrances, etc.
“We are looking at ways of trying to enforce capacity limits in places like grocery stores,” Locke responded.
NO FACESHIELDS, PLEASE
Face shields are not an acceptable option as a face covering for COVID protection, Locke said. The Washington Department of Labor & Industries has previously decided that face shields do not meet standards, but it’s not something that has been enforced outside the workplace.
“I think there will be at trend to out-and-out ban face shields as an alternative to masking. A face shield offers almost no protection in terms of source control. As the pandemic worsens we have to get more serious” about a goal of 100% masking, Locke said.
The federal Centers for Disease Control does NOT recommend using face shields or goggles as a substitute for masks. Do NOT put a plastic face shield (or a mask) on newborns or infants. Face shields and goggles are primarily used to protect the eyes of the person wearing it.

Face shields have large gaps below and alongside the face, where your respiratory droplets may escape and reach others around you.
